What Is the Shanghai Government Scholarship?
The Shanghai Government Scholarship (SGS) is a funding programme established by the Shanghai Municipal People’s Government to attract outstanding international students and promote international cooperation in higher education. Since 2006, the scholarship has supported thousands of students from across the world, including Africa, to pursue undergraduate, master’s and doctoral degrees at leading universities in Shanghai.
The programme is administered through Shanghai universities and the official Study in Shanghai website. It offers two categories of award: Type A (full scholarship) and Type B (partial scholarship).

Scholarship Benefits
Type A: Full Scholarship

- Monthly living allowance: CNY 3,500 for PhD students, CNY 3,000 for master’s students, CNY 2,500 for undergraduate students

Type B: Partial Scholarship

Universities generally offer accommodation to SGS recipients in their first year of study and provide guidance on visa applications, registration and other procedures.

Eligibility Criteria
To qualify for the Shanghai Government Scholarship, applicants must meet the following requirements:
- Be a non-Chinese citizen in good health
- Meet age limits: no more than 25 years old for undergraduate programmes; no more than 35 for master’s; no more than 40 for PhD programmes
- Hold the required academic qualification: high school degree or above for undergraduate; bachelor’s degree or above for master’s; master’s degree with research ability for PhD
- For pre-college programmes: high school degree under age 23 with a letter of pre-admission for undergraduate study from a Shanghai university
- Demonstrate outstanding academic performance
- Generally achieve Chinese language level HSK4 and meet the language requirements of the applied university and programme
- Meet all entry requirements of the selected university and programme
- Not be receiving any other scholarship from the Chinese government or organizations
