Program Overview
The Fulbright Scholar Program is a U.S. Government initiative administered by the United States Educational Foundation in Pakistan (USEFP). It provides funding for Pakistani scholars and professionals to undertake up to 10 months of lectureship, post-doctoral research, or a combination of both at a U.S. college or university.
Selected scholars serve as cultural ambassadors, sharing knowledge about Pakistani society and culture with American students, colleagues, and community groups. Upon returning to Pakistan, grantees are expected to contribute significantly to national development and share their U.S. experiences with local communities.

What the Grant Covers
The Fulbright Scholar Program provides comprehensive financial support:
- Round-trip airfare to the United States
- Living stipend for the duration of the grant
- Incidental research allowance
- Health insurance coverage
- Full funding for one accompanying dependent (additional dependents are the scholar’s financial responsibility)
- Visa application assistance from USEFP
Eligibility Requirements
Who Can Apply
The program welcomes applications from scholars, professionals, and artists across all disciplines. Key requirements include:

- Hold a PhD or terminal degree in your field, OR be a distinguished leader in your field
- Demonstrate excellent command of written and spoken English
- Submit a clear, well-formulated proposal outlining U.S. objectives and their relevance to your work in Pakistan
- For lectureship applicants: demonstrated university teaching ability
Discipline Restrictions
Clinical medicine is excluded from this program. All other fields are eligible.
Who Cannot Apply
The following persons are ineligible:
- Those who completed their PhD within the last two years
- Those who have been to the U.S. for research or long-term educational opportunities within the last five years
- Persons with dual U.S./Pakistan nationality
- Those with a spouse, parent, or child over 18 who is a U.S. citizen or permanent resident
- Employees and dependents of USEFP or the U.S. Department of State
- Persons already studying in the U.S. or on a work/residence visa in any country
Application Components
A complete application package must include:
- Completed online application form (paper applications are not accepted)
- Three reference letters
- At least one invitation letter from a U.S. university (required at time of application)
Incomplete applications will not be considered. All materials must be submitted through the online portal.

Selection Criteria
The proposal is the most important single component of your application. Successful candidates demonstrate:
- Clear articulation of what they aim to accomplish in the U.S.
- Strong connection between proposed activities and their professional work in Pakistan
- Realistic, achievable outcomes
- Evidence of teaching excellence (for lectureship applicants)
There is no formula for success—each application is evaluated on its individual merits.
Reference Letters
While recommendations from well-known figures in your field can be helpful, the most effective references come from individuals who know your work and character extensively. Professional references who can speak to your capabilities are strongly preferred.
Family Accompaniment
There are no restrictions on accompanying dependents. However, the program only provides funding for one dependent. All additional dependents are the scholar’s financial responsibility.
