The Caribbean Development Bank (CDB) has opened applications for its 2026/2027 scholarship programme supporting two candidates to complete the International Master’s in Public Procurement Management (IMPPM) at the University of Rome Tor Vergata in Italy. This is a specialised postgraduate programme designed for experienced public sector professionals seeking advanced expertise in procurement governance and financial management.
The scholarship provides comprehensive funding covering all direct costs of study and living in Italy, including travel, accommodation, tuition, and subsistence allowances. The programme combines in-person instruction at the Faculty of Economics in Rome with distance learning components and professional internship placements.

What the Scholarship Covers
The CDB Scholarship is fully funded and includes:

- Additional travel support if the selected candidate must travel outside their home country to complete visa formalities, including economy airfare, accommodation, and per diem as required
The total award value is €10,490, though the actual comprehensive support exceeds this figure when all allowances are combined.

This scholarship is restricted to citizens of CDB Borrowing Member Countries. The complete list of 19 eligible countries includes:

Important restriction: Only one candidate per country may receive a CDB scholarship in any given year. This ensures equitable distribution across all eligible nations.
Eligibility Requirements
Candidates must satisfy all of the following criteria:
- Citizenship: Must be a citizen of one of the 19 eligible CDB Borrowing Member Countries listed above
- Employment status: Must be employed in a professional public procurement role within the government of a CDB Client country or a Caribbean public regional institution, both at application and throughout the programme duration
- Educational qualification: Must hold a recognised Master’s level university degree
- Professional experience: Minimum five (5) years of relevant procurement experience, with at least two (2) years specifically in public sector procurement
- Language proficiency: Must be proficient in written and spoken English
- Conflict of interest: Must not have any business or personal relationships with CDB or Tor Vergata University that would create actual or perceived conflicts of interest
Programme Structure
The International Master’s in Public Procurement Management is a full-time, in-person postgraduate programme delivered at the Faculty of Economics, University of Rome Tor Vergata. The curriculum integrates:
- Physical classroom instruction in Rome
- Distance learning components
- Professional internship programmes
This blended approach allows working professionals to develop both theoretical knowledge and practical skills in public procurement governance, contract management, and financial accountability.

Required Documents
Your application submission must include:
- Updated Curriculum Vitae detailing your education, employment history, and procurement experience
- Motivational cover letter explaining your interest in the scholarship programme and how it aligns with your professional development goals
- Signed Declaration confirming you meet all eligibility requirements under Section C1, including absence of conflicts of interest. A template Declaration is attached to the official Call for Applications and must be completed, signed, and submitted
Selection Timeline
The selection process follows three stages:
- Shortlisting: After the deadline, a CDB evaluation panel reviews submissions and shortlists up to six (6) candidates who best meet eligibility and qualification criteria. Shortlisted candidates are contacted by the University to arrange interviews and may need to confirm their ability to be released from work duties for the required study period.
- Interviews and Final Selection: The University interviews shortlisted candidates to assess programme suitability. In consultation with CDB, the University identifies three (3) candidates for scholarship awards.
- Confirmation: Successful candidates receive an Admission Letter from the University and a Scholarship Offer Letter from CDB. The scholarship is confirmed once the student meets all University admission requirements.
