- Hold citizenship of a country with diplomatic relations with Japan (all African nations including Zimbabwe qualify)
- Be born on or after 2 April 1990
- For Masters applicants: Completed 16 years of education outside Japan, or expected to complete before enrollment
- For PhD applicants: Hold a completed Masters degree
- Apply for a field related to your previous university studies
- Demonstrate English proficiency—IELTS/TOEFL not required if you can obtain an English Proficiency Certificate from your previous university
